China to UK - Duty-Free Policy
Under UK Customs Transfer of Residence Relief, you must meet these core conditions to apply for duty-free clearance: you have not lived long-term in the UK during the 12 consecutive months before arrival, and you are moving for work, study or permanent residence. The items must be for personal, non-commercial use and must have been owned and used by you continuously for at least 6 months before arriving in the UK.
Key requirements:
- All items must arrive in a single shipment within 12 months of your own arrival in the UK and be declared through official channels;
- The total declared value of the shipment must be under 1,000 euros (about RMB 7,000); amounts above this threshold incur VAT;
- Eligible applicants can apply online for a URN (Unique Reference Number) to waive duties. Otherwise, roughly 20% VAT applies. Based on Seapoe's experience, student visa holders enjoy duty-free clearance within one year of entry without applying for a separate ToR number.
China to UK - Documents Required for Duty-Free Clearance
- Chinese passport + a UK long-stay visa valid for more than one year (or UK passport + Chinese long-stay visa).
- You must have lived outside the UK for a full year, and the person clearing customs must have entered the UK no more than six months ago—this is the critical time window for UK Customs review. Missing it disqualifies you from duty-free treatment.
- Apply online for a Transfer of Residence (ToR) number (except holders of student visas valid for over one year, who can claim duty-free status directly with their visa).
- Provide your passport visa page, a packing list (item name + quantity + depreciated value) and proof of address in both countries. Ensure the declaration details match the signature in your passport.

China to UK - Other Important Notes on Charges
Heavy-item surcharge:
- If a single item exceeds 80 kg, a heavy-handling fee applies at destination. Exceeding the limit of 200 kg per cubic meter may trigger an overweight surcharge. Notify us of oversized items during the assessment stage.
Wooden crate packing for fragile and valuable items:
- Fragile or high-value items such as glassware and marble require professional wooden crating (fumigation-free plywood, with hinges and 10-12cm forklift pockets);
- Packing is billed per cubic meter with a 1-cubic-meter minimum. Custom crates cost about RMB 600 / cubic meter;
- If crates need to be dismantled at destination, the unpacking service fee is approximately RMB 350 / crate.
Note: Stone products like marble can be shipped normally, but insurers do not cover them. Damage claims cannot be filed, so secure crating is essential.
Door-to-door all-risk insurance:
- The premium is 3.5% of your total declared item value;
- The minimum premium is $150, which corresponds to a minimum insured value of about $4,300 (if your declared value is lower, the $150 minimum still applies);
- There is a $100 deductible. All shipped items must be included in the policy, and no single item may account for more than 50% of the total insured value. For used goods, declare a purchase date more than one year before shipping.
Handling surcharges:
- Elevator use during the move;
- Manual stair carries above the second floor (walk-up apartments on the third floor or higher at destination typically incur stair fees, subject to the destination port assessment);
- Use of hoisting equipment;
- Long-distance manual carries caused by truck access restrictions or long apartment corridors.
Important distinction: New furniture entering the UK does not include unpacking or waste removal services. Used furniture (declared as personal effects) includes these services and can be declared at a depreciated value to reduce the tax base. Simple assembly definition: basic bed frames, table legs and sofa feet requiring 8 screws or fewer are free; anything beyond that may incur extra charges.

China to UK - Prohibited Items for International Shipping
- Food, medicine, health supplements, cigarettes, tea (tea is classified as food and cannot be shipped);
- Animal and plant skins/furs, seeds, specimens, ivory products (including crafts, jewelry and bracelets);
- Liquids, powders, pastes (toiletries, skincare and cosmetics), solid pigments, gel pens, pencils—cosmetics and skincare products are prohibited in international moves; carry them in your hand luggage instead;
- Furniture or antiques made from nationally protected endangered wood species (rosewood furniture made before 1949 is prohibited from entering China); reproductions of famous artworks (copyright issues prevent customs clearance);
- Items with built-in lithium batteries (vacuum cleaners, motorized blinds, battery-powered speakers) are banned from both sea and air freight. Standalone batteries must go via dedicated road freight routes;
- Flammable and explosive hazardous materials, lighters (banned on sea freight), non-kitchen knives, weapons;
- Securities, currency, gold, silver, jewelry, watches, other valuables and cultural relics;
- Books and media containing pornographic, political or subversive content; figures depicting soft-core pornography or violence cannot clear customs;
- Restricted items: kitchen knives can be shipped normally, but items bearing brand logos (e.g., TOTO, Jomoo, Hegii, Arrow sanitary ware) cannot be exported due to trademark infringement. New clothing (non-used) is not accepted. Brand-new items cannot clear customs through personal-effects channels.
Packing notice: All export cartons must be clean. Do not write directly on cardboard boxes. Raw wood frames and packaging with manufacturer logos are not allowed. Outer packaging must have no logos, manuals or labels. Use composite board crates and five-layer corrugated cardboard for reinforcement. Non-compliant packing incurs a repacking fee of approximately RMB 300 per cubic meter.
